Population Increase?
I have a modest city with two defense towers - I keep losing people to shark attacks, and nobody else ever shows up? How do you attract more people?

also there is other ways from researching certain buildings and the exploration sub that can find people, a rescue hub too. once you do a little research you shouldnt have to much issues with population and or replacing them incase Bruce eats a few.

There is also Rescue center that you can research in your research tree and build it and then you have automatically rescue teams that go every month or so in search of people and bringing them back to your town (1 or 2 people). 🙂
And you can save people with your Expedition missions, inside Expedition house, some missions are going to save people and then you can bring them to your town with your submarine. 🙂

ok, but i cant activate this decision in my HQ, game said its not researched (but it is definitly).

Have you enough influence points to allocate it in your HQ lists of directives?

Glad to help. Don't forget to monitor how many people you actually need and can sustain. If needed, shut down the incoming survivors to prevent growing population too fast and too soon :)

Curious, do you have guard towers for combating sharks, or do you only have defense towers (not meant for sharks)?

I somehow manage to only lose drones to shark attacks.. I assume it's because most of my 'people jobs' workplaces are more center map, and my drones are more outer.. but unsure how much that impacts it.

The exact location of the shark attack relative to location of your drones and citizens does impact who could end up as casualty, and the number of casualties depend on how many sharks attack and what defenses are they up against
