Abnormally low framerate

Just playing the steam version, using fraps, even on lowest detail settings from the escape menu, my framerate is hovering around 10-15 !

Even if I do the typical ctrl+f12 to increase dosbos cycles, it doesnt really give me more framerate.

Apparently this game is capped at 70fps. How in the world is anyone suppose to reach such smooth framerates? I dont have a bad PC or anything, Ryzen 2600, and my task manager says dosbox isnt even using 2% of my cpu ...

I increase number of cycles with another way.
Find file "...\The Elder Scrolls Arena\DOSBox-0.74\arena.conf" and open it with notepad

In this file you need to change this line:
cycles=fixed 20000

For example:
cycles=fixed 40000
