S.E.E.S. isn't a government institution they're backed by a company. Is Ikutsuki supposed be Hitler? That can't be true. Ikutsuki manages S.E.E.S. but there are still people above him. So this can't be drawing a parallel between S.E.E.S and authoritarian regimes with an evil Dictator at the top. I guess maybe you could see S.E.E.S. as soilders. However this would lead me to ask the question of what the shadows represnt, and the Shadows clearly aren't an allegory for any sort of army. They're mostly all poorly coordinated, and run off of instincts. Who are the Jews supposed to be in this allegory? Where does Strega fit into all of this? What's Nyx supposed to be? What is the Fall representing? Why is everyone's Personas all related to Greek Mythological figures?
I think usually Atlus games are pretty good (understatement) at fitting in Mythology, and real world references into their narratives. So I highly doubt someone gave S.E.E.S. armbands as some sort of edgy reference to WW2 for no reason whatsoever. And I find near impossible to read Persona 3 of all things as some sort of Pro-Nazi narrative even if that were the case.

but i also said not sorry . . because it's funny.
my mistake was mentioning Godwin, because then, i could have pleaded ignorance. you see, i never mentioned that particular other group by name. you all drew conclusions.
besides, according to Mel Brooks, we're "supposed" to make fun of them. that way, we never forget, but never give them power.
there's a reason why The Producers is funny, but American History X is not.
