Does this require all Social Links at max for both male and female MC? Or is it just all social links of a single run?

Wondering the same thing.

I think that's unknown at this time, since the achievement is bugged. Some got it by maxing social links with one MC, some with both, some not at all - as far as I understand.

I'm going to hold off playing this until it's fixed - someone please confirm what worked for you.

AFAIK it's only what's accesible to your MC Heard it was bugged but tracking sites shows some people were able to unlock it. I am working on it but I am still far away (in early august ATM).
You get an item reward when you max all Social links: Colourless mask . I guess the achievement should unlock when you get this item

This is definitely not the case. I imported my PSP save to the Steam version (where the only social link left was Judgement), maxed that last s. link out, and neither the social link completion, nor obtaining that item gave me the achievement.

In fact, I think it's interesting how it didn't work, so I want to elaborate further.
I know you aren't really supposed to move saves from PSP to Steam, issues are to be expected. But seeing as the save I loaded had a 100% complete Persona Compendium, and fusing a random persona gave me that achievement, it was clear that the game performed a check every time you fused a persona to see if you're supposed to unlock an achievement now. I figured same thing would happen with social links, unlocking that last one would make the game check how many links in total were completed and give the achievement. That didn't happen. I only got the one for maxing one social link. I figured I'll just do a social link speedrun to unlock it, but then I saw this post that it's bugged and decided to hold that off for now.

Coming back to this to confirm:
A: It works as intended. It unlocked when I got the message that I was able to create the associate Persona (as a side note, these runs are fresh - not imported save)
B: You don't need the Male/Female exclusives. Even though I am on NG+, I didn't max all the Male exclusive Social LInks (Missed Fortune only)
