What are map chips supposed to do?

I bought the Power Reservoir Chip, brought it back to Shanhai 9000, but I don't see any difference on the map.

After bringing it to Shanhai 9000, those zones on your map will show how many mini-bosses, collectible items, and lore pieces are in that zone, and how many you have so far from it.
The number of those things will appear in the bottom right corner of the map when you look at it, either from the world view or the individual zone. If you see a red "X" there, it means you don't yet have the map chip for that zone.

Oh ok, I compared to the hub which also had it, but indeed the starting zone has the red cross instead. Thanks!

At the game's release, the map data chips were how you could see the detailed map. Without it, you could only see the undetailed map. But people complained it was inconvenient so they made detailed map baseline and the data chips only tell you how many collectables/bosses are in the zone.
