is it possible to avoid the prison segment by defeating jiequan during your first encounter in the fire area? has anyone tried?

Its not. He has unlimited health, and will never die no matter how much damage you do, or how long you do it.
Heres a video of someone doing it.
I did something similar to locking values in the game, but seemingly never dies.

As one of video comments rightfully spots, giving some cutscene of Jiequan playing dirty (like Genichiro did) would be a better solution. Tho I myself was wounded and flaskless when I got to his room, so maybe that's the intent – expecting player to not be ready (plus don't forget in the initial release map was unavailable until chip gain, so you don't see which exactly room he is in).
