What did I miss with Shanhai 9000?

I've finally gotten to the final boss of the game, and realizing maybe a little too late that poor shanhai's mysterious quest was never completed. But, I'm wondering where I went wrong? I'm pretty sure I got every single map chip in the game, to the point I even got the achievement for finding all of the hidden treasure.
What went wrong, was there something else I was supposed to find? Is it too late to go and finish his quest now that I'm past the point of no return?

There's a room of bottom left of research center with a single mutant in a pod you are supposed to go there after triggering point of no return (If you fulfilled all requirements for that quest ofc)

As long as you haven't beaten the final boss, you can go back to the Tianhao Research Center and complete this quest.

I think game doesn't override your save once you beat the final boss, which normally allows to select your ending but also may help in finishing shanhai and chiyou quests

Hi all, necrobump for help.
I am at the ending, found all chips, got all items according to the map, and then found Shanhai's friend (everyone you should read the free comic that came out when the game was announced for some backstory).
What could I be missing?

Edit: I literally got in an elevator and found the last "item", so for anyone who might be in my situation: wait until you can enter this last room near the roots hall.
