There's a flying enemy (the one with two daggers for hands that divebombs you) on the right side that respawns. And air parries refresh your double-jump. Just gotta time it so that it attacks after your double jump and then you can get up on the right side.
The one behind one of those mutated wall things.
You can get it also past the point of no return and you need to blow up one of the explosive enemies near the blocked wall to get it.
