EDIT: I just realised you're talking about the bells in the Empyrian District, not the other place (the Lake?) Sorry, disregard my answer, it's entirely wrong. :'D
There's a painting directly to the left of the bells. It's on the wall of that bar. Looking at the painting, it's of a mountain range with multiple suns in the sky forming an arc and in the water, a reflection of those suns but in an odd position with lines going thru them.
The way you use the painting to solve the puzzle is to mentally turn the picture on it's side so that the bottom line corresponds to bell #1 and the top line corresponds to bell #5 (reading the lines from left to right) then hit the bells in the order as you read from top to bottom on the set of lines.
tl;dr: bottom line is bell #1 and top line is bell #5. Read it from left to right.
The people here are talking about a totally different puzzle buddy, that's why they specified "in Empyrean District"
It is so strange.
