The deadzone/full acceleration comments are great ideas and I'm adding them to my list (it would be post-ship) so people can customize it.
However you might want to see if you customized your controller in some way to make it do that for the horizontal/vertical difference.
If you have the stick at full left or right deflection so you are turning at maximum speed then slide the stick up or down so it is at the diagonal up/down direction the turning speed stays the same? For me it drops the turning speed to about 1/4 maximum.
This is very apparent if you try to look in a diagonal direction as opposed to looking directly left or right.
Even doing a simple test like move the stick to full left or right deflection and see how fast the camera moves. Then move the stick to full up or down deflection and notice that the camera moves much more slowly.
There is nothing weird set up for my controller, it works great in other games
