Anyway you can always add headpats, those are SFW right ?? (unlike handholding which is completely nsfw and for degenerates)
Steam doesn't allow devs to promote or link to off-site patches. Generally companies still doing that are the ones who've always done it that way. The links you see to their sites are posted by fans, because Steam cracked down on devs doing that sort of thing a few years ago.
Doing it via DLC is how Steam wants it done. It uses the Steam interface and players who want that stuff added to their games don't have to rely on what might appear to be sketchy links posted by some rando in a discussion post or guide.
As a player who is glad the game isn't NSFW and isn't very keen about seeing it become NSFW, I just wanted to say I kinda like the idea of a deeper (SFW) dating system !
