How do i get the rest of the trooper cards?

Summons, random street fights are the only way. So it is kinda tied to your luck.

I take it that you've already maxed out the bond of every NPC, as some are tied to those?

You get a certain amount of trooper cards from compleing a bunch of substories ( especially the Wanted Man series ). As for bonds - you get some as well, i do remember sumo guy and one more that offered their cards after reaching max bond. However the majority still comes from summons, but with rooster race method you can earn enough money to get a good chunk of legendary ones.
