William's "Enhanced Rounds" tutorial is bugged and not working

Can someone tell me why William keeps asking me to "load the bullets he gave me" when I've already done it? This is a game-breaking bug.

equip the enhanced bullets not thunder bullets lol

He tells you which bullets he wants you to load, if you get confused just swap to each other bullet rounds variant and shoot until you get it right. The shooting behind you tutorial is pretty buggy but this part is not at all.
