I really don't think they'll ever do anything with the PSP games tbh, just too obscure and not enough demand.
I really hope the PSP would have a remake or something and if kenzan somehow doesn't get released we will still have the english fan patch, which should come out soon I hope
So i guess the best option is kurohyo
Kenzan is/was a great game. Haruka's story would never fly in the West though because it's not politically correct even though it was a common occurrence at the time (she enters a house of ill repute as a servant because of her financial situation). Ishin handles it much more sensitively with Ryoma becoming surety for her debt.
i keep hearing fans saying this, curious as to why? was the story to taboo for western? i havent played kenzan in such a long time. i definitely prefer to play as miyamoto mushashi.
anyway, I don't think they'll bring another samurai game soon. Ishin might have sold well enough for them but it wasn't a big hit like ghost of tsushima. it really makes me wonder why they kept the worst aspects of the original (the grind in particular) while trying to appeal to a wider audience with the remake. If they remake anything it will probably be dead souls next but I don't expect that to happen. It would be nice to get Fist of the North Star though.
Still, the proximity to the vice industry, even though historically common, would probably not be well received by Western audiences.
