"Rush Combo Tempest" Can someone explain this move to me?

It's insanely vague and I'm not sure how it even works. Is it the "Strong Hit" thing I keep seeing? I've tried all kinds of timings and I'm not sure if I'm activating this properly. Or do I need to hit a certain part in the story before this becomes "activated" like Dragonflash?

I figured it out. It's not an actual MOVE. It's just a boost to damage number.
