What is the goal of the "fix the delta" puzzle?

I've gotten power flowing to all of the upper four connections, and lit up every cell on the board, but nothing seems to count as a solution?

Hi, every tube end in every circle shoul be connected with other tubes, but I had solution that been up to that rule and still quest counted as uncompleted.
Probably it’s only one right solution and I cheated by looking screenshots in this community, there one screenshot with resolved one.
