3 is being over-rated in the BN fandom,
i only liked the arena plot & nothing else stood out to me,
i didn't like bass story reveal, would've like it better if they kept it a mystery.
2 reduces the annoying encounter rate, but everything between taking the plane to Netopia and defeating Freezeman was an incredibly annoying chore. 3 introduces the Navi Customization system which is cool on its own, but then forces you to remove pieces from it that you want so you can fit story important pieces, and then goes so far as to remove chips from your folder every time you need to use one in particular. I thought I got softlocked at the hospital because I didn't know to grind for fire chips and couldn't leave to go somewhere I knew they spawned at, only to realize that some of the enemies and obstacles can give you the chips you need, which turned it into a bit of an annoying grind and save/reset fest.
Overall, each game has implemented improvements over the previous so far, but trips on itself every time with the execution. It's during post game content that I'd probably agree with the order of 3>2>1, though I haven't reached that point yet in 3.
It is a digestible entertaining game without the added mechanics like pet systems and fusions. Just Megaman and his chips.
