How do you decode data in the first Battle Network 1 game?

Sometimes when you're inside someone's homepage place, there will be a green data that says "megaman accessed the mystery data...... but he couldn't decode it." I've beaten the game and am working towards 100% chip collection atm and this game doesn't have sub chips or unlockers of any kind like the sequels do. How do you access these? are they even worth the trouble?

I was confused about it ever since I played it on GBA years ago. I've seen somewhere that someone saying "if you somehow lose the chip those mystery data provides, you can go back and re-take them" Which sounds weird. I'm not sure of it's legitimacy.

You have to jack in from the access point that leads DIRECTLY to that area. Mayl's Piano for Mayl's Page, Dex's PC for Dex's page, so on and so on.
