2. Operation Shooting Star is the DS remake, it isn't the version used for this release, which is the original GBA Megaman Battle Network.
BMD is Blue Mystery Data, the pickups you obtain on the net. I don't know where you're reading "RMD" as there is no Red Mystery Data.
2.a. OSS is an improved version of MMBN1 that released on Nintendo DS, exclusively in Japan. Not the version in the collection, refer to MMBN1 simply.
2.b. Blue Mystery Data, it's the Blue collectibles that you can find on the Internet/Undernet/Dungeon Maps
2.c. Random Mystery Data, Collectible datas that respawn every time you jack in, random data is always green or blue I think.

So double/triple delete means the program advance/chip combination?
Start using chips that have aoe like bubbler, heater, and many navi chips that can hit the whole field like gutsman, and woodsman to name a few.
You could also get it from the chip trader, I was going to offer you one of mine but it appears I got it while farming the chip trader for something else and it got traded away in the process.
