How to download chip like Bass, GS?

go to settings ( in the main menu), download chips, thats it. Actually if you are in game, in the customize megaman screen its shows a button that takes you to the download chips screen.

Are those chips one and done? Or is it once per fight?

Once per fight. But if I remember correctly there is chip can use to restore all the chip you have used in the battle. Maybe in battle network 3

They are like any other battlechip, taking up a slot in your folder. You can only get one per save and per version, but as long as you don't do something dumb like put it in a chip trader, you will always have it. If you start a new game, you can get your one chip back.

Chips that go away aren't really a thing in battle network. Star Force made something like that with Legendary Combo cards, but yeah.

If you take the download chip, say for example in MMBN1 for Bass F. Can you re-download it if you make a new file?

I want to point out as well, (at least in MMBN1) if you download Bass you can get extra copies from the 10-chip trader.
