Keep looking, I guess. IIRC, having all the other chips was the only requirement. Maybe also having beaten the game.
You could make it go slightly faster on GBA by doing a soft reset if you didn't find what you were looking for. Not sure if that's an option here.
I'm interested in that part. How does that work?
Basically once you enter an area, if you move a certain way, you can get the same encounter. Saving and resetting is also taken into account.
