Lending credence to my hypothesis it's mentioned in the first journal that Poochie and Puppy were like brother and sister.
Of course, looking at the wiki, there's this on Laika's page:
"The culture of Laika's people is a descendant of the one presented in the game Grotto by Brainwash, in that game children are conceived via a ''special night'', this suggests that Laika had in fact multiple partners.[3]"
So the memorial might have been just one, the latest of her mates, or someone else entirely. Still, it's a nice thought I think.

I think Jakob is the best shot here. In the memoirs when Laika was pregnant with Poche she shouts to Jakob "Coming, Jakob! Go and Iead the group!". This was the moment when they left their old place. Immediately as labor began, she called out to him "Help, Jakob!" and not to her mother. If she called out to him then I suspect they must have had feelings for each other at the time.
How do you know that?
I suspected Jakob too, but I don't see why they would keep it a secret, and if a developer said that Jakob is not the father, then his identity is deliberately kept vague, or he's just not relevant at all... I do find that a little sad though. But then, maybe Laika was raped. Laika was forced after all, so perhaps he was a rapist, and not a loving husband that died before Puppy was born.

Based on how Maya trained Laika in the past and Laika's mindset as being a pawn, I think she just treats the childbearing act as her 'duty'.
If you finish the quest to see Laika's past where Eva died, Maya casually told her at that time to bear another child. Laika talked back, not because she minded the act part, but because she doesn't want to see another child of hers die. Maya and the Elder have always treat Laika as breeding stock until she breed an immortal like her.
Somehow, this is even more disgusting than just 'rape'.

So to be precise, Puppy’s father could be anyone. (including Elder and Jacob)
Laika doesn't want to see her child die again, But the tribe still needs someone to inherit the position of guardian. So sacrifice Laika for the tribe. A classic trolley problem
Laika is very aware of this. 'You bleed, then you become a pawn for someone else.'
