Point of no return - remaining quests

Can I go back and finish any remaining quests once I OK to go through PONR?

I am missing one quest:

The last (I think) Wastelander (Fernidu). I have triggered this quest after planting the beacon, looks like I have no wandering sellers anymore available (I presume this, requires me to purchase the item as per other similar quests?

I was riding around, and teleported back to the area right of the bar-motel. That got me 2 quests and spawn the salesman, and I can see him now more often too.

I'm stumped. Sorry for all the questions, but specifically what area did you find your vendor? Did a similar sequence and still no dice

I believe he was to the left of the bar, I also got 2 quests - 1st from the guy outside and 2nd from the owner inside, then vendor showed.

Does the travelling merchant sell the sheet music for Rollo? Or is it one of the gas stations?

To answer the original question - after passing the point of no return, the save will let you reload from just before that point. So yes, you can finish things off afterwards

I'm still trying to finish the Sober Up quest and get the sheet music for Rollo, have not been able to get the travelling merchant to spawn no matter how hard I try. I've been warping around and revisiting all the spots I remember them spawning and have failed to get them to appear, it's driving me up the wall. The suggested spot near the bar/motel is one of the spots I have been revisiting, so that hasn't worked for me either.

EDIT: Wow, of course after trying for at least a couple hours off and on, the merchant spawned right after I posted this comment. When I warped back to the spot near the observatory that is right by where Rollo is, the merchant was right next to the warp point. A little frustrating how random this is, especially when this is one of the last side quests I'm attempting to finish. A minor complaint in an overall fantastic game, though.
