Any plans for a modding tool in the future?

Hi, I haven't bought this game yet as I feel it's still far from the creative freedom I wish such game had, especially concerning the custom movie creation part. There still seems to be a huge lack in props, sceneries, costumes, animations, vfx and so on to be really able to create any story one might want to create.
So I was wondering if there are any plans to deliver a modding tool in the future, to give the community to create custom stuff for the game, beside the scheduled dlcs?
If any dev would be able to reply to this I would be sincerely grateful.
I keep this on my wishlist and follow every news looking forward for the moment I will buy your product.
