My staff are starving

I have put in 2 canteens and can't seem to get the staff to sit and eat in there. It says go to the modify staff in build mode, but I can't find any assign button.

May have to fire these actors and get new ones before they fire themselves from life sue to starvation.

Go into build mode and click on the canteen. It'll let you allocate a member of staff to each canteen.

Do you have enough time scheduled for "eating" in the day planner?
Also, you need to make sure there is enough seating within the canteen for all the staff.

It seems kinda silly that stars are unhappy about not getting a quality of food that you can't even unlock at the time.
Or am I missing something?

No. you are right :) better food unlocked later. second one about 1930

I suppose it's only fair that I should travel 10 years into the future to get the food they want, if that is even enough to make superstars happy.

You can offset the amount of happiness lost until the food quality upgrade is available by employing canteen staff members with a high skill number. (I think it's referred to as 'Technical' skill.)

The big stars will still complain, but having staff with a skill of 60 or higher means that 'low quality' food will be less likely to offend.

Do you have staff members hired to work in your canteens? Did you alter the canteens which made the kitchen separate from the rest of the canteen?

Make sure you have enough seating. You can have (2) Canteens, but if they only have 2 tables with 2 seats it won't be enough. Make sure you have enough seating for everyone to find a seat at the same time.

I have (1) Canteen with 26 seats and don't see any issues. There have been times, when the Canteen was smaller, that I had complaints about "No place to eat" and expanding to add seats solved it each time.
