The secret character is.....
I believe it would be Tori Bot, as it would be a great tribute to Akira Toriyama's death, to honor his legacy in anime and this incredible franchise that is Dragon Ball Budokai Tenkaichi, who do you think it could be besides that?

It may be honouring him but it’s not respecting that he used that avatar strictly for interviews and that’s all he wanted it for
