How the hell do I pre order and today the day I can play it I still can’t play it for almost a whole day like a waste of a pre order

Pre-ordered deluxe or ultimate? You need to clean the download cache in the Steam settings and restart Steam from scratch. That's how I got it to work.

Otherwise, it's not yet available.

I'm pretty sure it comes out at 5 CST, Games aren't really midnight releases anymore. I wouldn't call it a waste of a pre-order just have some patience c:

Vladly is being unnessecarily hostile about it but he is right

There is a timer on the store page and we already knew it was a simultaneous world wide release for 10/11 (only becoming 10/10 because of time zones). It was silly to assume the game would be playable at midnight 10/10
