Why Manga Content Isn't In Sparking Zero! (or any dbz game for the most part)

I keep seeing people on steam, youtube, facebook, ect. talking about why no manga content is in dragon ball games and why are they only using stuff from animated content. The biggest reason why is because the Manga and Anime are owned by 2 different companies. If you count the games that's 3 different companies. The game company (which would be bandai and whoever else owns it) Would have to ask permission from the Manga Company (Which would be Shueisha and whoever else owns the manga side of things) Most of the time these people are turned down although very rarely do they give permission to use any manga content that isn't animated.

The 2nd reason is because its a lot harder to make a move-set for characters who haven't been animated. (ofc not impossible) but they would like to be as accurate as possible when making a move-set for characters and if that manga character ever gets animated in the anime and turns out they fight or move differently than what the Game devs thought. now you have a problem and people complaining that you didn't get the character right.

These 2 reasons are mostly the big reasons as to why you don't see ultra ego or any of the manga arcs in any dragon ball game. Not even DB Heroes does it and that anime/game is nothing but fan service. OFC there are plenty of other reasons that we don't know about. But those are the biggest 2 I've heard over the past few years.
