The combat system is too advanced for that.
They can't just make random meme characters and then invent specific combos and specific moves just for the lol factor.
If you create a new character from scratch, then it's going to be very hard with this combat system.
It's true that there were many minor characters in the old BT3, but at least they were all already existing.
The fusion between Yamcha and Tien appeared in a much simpler game, that didn't require much to make viable, sparking zero is different
