Enable, gsync if you can + vsync (vsync works differently when gsync is on).
Use the highest refresh rate you can for your monitor, but limit your fps at least 2 fps below refresh rate, that is if you don't want the ms to switch between 2x ms delay value.
Enable 4G decoding and rebar in bios.
Force on rebar globally or only for the game, in nvidia inspector I set the options as Returnal and sizelimit to Deathloop (don't remember anymore what size it was, whatever this equals to 0x0000000060000000).
Enable ultra low latency (reflex) in control panel.
Have unlimited shader cache, make sure your windows is on an ssd with rapid mode.

In windows:
Hags is enabled (it's enabled anyway because framegen for other games)
Variable Refresh Rate is enabled.
Game Bar and Game Mode is disabled.

I also use process lasso and set steam to below normal cpu priority, never change affinities (unless you like random crashing on game startup or mid game).

I have rtx 4070 and i7 14700k, 48GB ddr4, windows 10 pro is on ssd (rapid mode 8GBps).
Game and steam is on nvme (7GBps).
