if it is only a cosmetic thing which only you can see is it probably a greyzone. its probably still against the ToS but ... since only you see it can noone really do anything.
tho, this will clearly change when the mod gives you an adventage over others. then it would get considered as cheating and with that affecting others. that would get you probably banned if reported.
You really asked someone that who doesn't own the game?
To answer OP though, there is no anti cheat in the game. Instead, if your game deviates from the original too much (Like editing the ini file.) you lose the ability to play online with others. So I'd imagine that mods do something similar.
