why is Half Corrupted Zamasu 9 points?

Am I missing something on this guy? He feels pretty bad, his movements are slow and he doesn't have the immortal body technique that fused zamasu has? Would be cool to directly compare stats but there isn't an easy way to do this.

alot of his moves are to fact to react to lot of character have something that make them better like UI goku has one of the highest damageing ults and its to dam long so it does so much damage yet other kameha ults dont do what his does but this game isnt ment to be balanced its meant to be accurate to the anime
