I don't know if you can do it in Training, ive only done it in World Tournament and Online Battle. People have told me that on the City map you can destroy it so it turns into Ruined City map, but Ive never personally seen this.
EDIT: Just fought on World Tournament stage and i hit the ground/wall with Cabba's Galick Gun and it played an animation. It didn't get destroyed but it was the same idea, the difference was that the announcer with the audience ran out and left the stage. Pretty cool.
I'm pretty sure that those character deliberately can't destroy the planets because it is in their character to protect the planet. Just like how Gohan was afraid of using his full power against sell because he did not want to destroy the Earth.
I know that Namek can be destroyed, it switches to the Destroyed Namek stage. In the Tournament you can chase the crowd away if you hit a beam ultimate which switches the map to a more opened up version. I haven't tried the City and the Cell Games one, but since they both have a damaged version in the story mode I suspect it might be possible to destroy those with certain characters. For example I can destroy Namek with Berserker Kale's ultimate pretty much every time I want, just need to find the right position to stand.
