What does Summon Shenron and Summon Super Shenron mean?

Is that you can collect the dragon balls and super dragon balls in game and it just saves you the grind?

Probably unlock new stages or moves or Zeni depending on what dragon you get

In the older tenkaichi games pretty sure Shenron could give you characters/moves/zeni/stuff to upgrade the characters with

Yes. You have to collect the dragonballs in order to be able to summon Shenron, Porunga or Zalama
