It's 182 characters because of transformations and eras
Each character that has an era they are a part of + any respective transformations has a difference in moveset/power. It's up to the player though whether they want to play as a certain transformation from the get go or play as a base form.
There actually isn't a game. It's just a giant psy-op.
You'd be correct in this statement if it was BT3. Each transformation just felt like a "Power up." in Sparking zero, they went to a great deal of detail to make sure each form/era felt and played different than the next. Look at the way goku SSJ3 fights vs goku SSJ2 for instance.
