Nothing about the origin of these characters matters, this is for a video game that's meant to include as many characters as possible. This is NOT a popularity contest where nobody niche can't appear.

Raging Blast 2 put Hatchiyack on the radar for most fans by including the exclusive Japan-only film in the game, and Sparking Zero is combining the best of both BT and RB's mechanics into this game. Hatchiyack would be a nice addition for the people that actually gave RB2 a shot

I completely understand and agree with what you're saying, however you're forgetting the very simple fact that nobody gives af about him so they didn't put him in the game.
