Custom Battle Mode is restrictive

Wanted to make Base Cabba v SS4 Gogeta but neither of them are on the selection screen. Do I have to buy them or something?

I cheked out here, I think you where doing the Custom Battle tutorial my g, I can select every character

you just have to buy them in game store or unlock them by playing the game
