Same goes when you want to revert Kale Berserk to base. The game thinks it is another character.
It's not a bug, Blue Goku and Vegeta can't fuse in effect settings because it's not an option for them. The same restrictions for them in-game apply in effect settings, Blue Goku and Vegeta can't fuse in a normal game so you need the one initiating the fusion to be able to in base. This is also why SSJ4 Goku and Vegeta works, they need to be in SSJ4 to fuse normally.
Note that just like in the game as well, only the one initiating the fusion needs to be in the right form, so as long as say Goku's in base whatever form Vegeta's in won't matter as long as Goku initiates the fusion and vice versa. Just having one revert to base and having the fusion immediately after in the same setting works (I did this in a scenario with SSJ3 Goku reverting to base and them him and SSJ2 Vegeta fuse into Super Vegito). Same restriction applies for them both needing to be alive, if one dies before the fusion effect activates the fusion won't happen. I agree it's kinda dumb that they keep the restrictions but not hard to work around once you realize that.
Set an effect for Remove Z-Items for ALLIES or your chosen character
Then set an effect for Force Transformation of your choosing
Then set an effect for Equip Z-Items so that the player cannot just undo the transformation or transform into another form.
Thats just what I did, kind've annoying. Hope they really fix it since "FORCE" transformation means what it means, to FORCE a transformation and ignore item rules.
