Spirit Bomb in Frieza fight?

I did 3x give me energy but cannot perform the spirit bomb.
it just isnt there when in sparking mode. Why?

the spirit bomb in that fight is locked until you drop frieza's hp low enough.

You have to wait until it gives you the chance to. It usually takes about two minutes (goku says he'll need to use the spirit bomb and a pop up appears saying your ultimate was unlocked)

You have to get Frieza's HP down to yellow before Goku says something and it unlocks. Once it does you HAVE to beat him with it. Else you get a unique cutscene but no way to move onto the Android/Cell Saga.
