STUTTER & HIGH FPS SLOWDOWN FIX
So fiddling around with the engine.ini seems to have fixed most of my performance issues. For now, what I did is:
Navigate to
C:\Users\[Name]\AppData\Local\SparkingZERO\Saved\Config\Windows
Open up engine.ini and add this at the bottom, save and exit:

[/script/engine.engine]
FixedFrameRate=100
bAllowMultiThreadedShaderCompile=True

[SystemSettings]
niagara.CreateShadersOnLoad=1
D3D12.PSO.DiskCache=1
bUseFixedFrameRate=True
bSmoothFrameRate=False
FixedFrameRate=100
FrameRateLimit=100.0


(Change the framerates according to your own rig)

Remember, the high fps slowdown happens because your fps is fluctuating. I'm playing on 100 fps because that's where it can consistently stay without dropping and the game works fine. So if your fps can stay around 120, put 120 and it's going to work fine.

once you edit these settings you are not able to play online matches, just tested this with a friend. The only method to play online matches is when it is set to standard (so no edits).

Saving this for later. I'm only playing single player right now. I don't see why they put an FPS limit in the game.

Have to draw the line somewhere. What about if I'm on wi-fi? Should my characters be stronger because my connection sucks? At some point, you have to just let people play. Nothing will ever be "fair". Is it fair for a 30 year old to play against a 15 year old that has faster reaction times? No, but who cares. It's a game.

I feel they should have different fps limits and match people based on their chosen limit

Framerate gating is typical Japan, they really do not know how to lock the overall pace and then just allow arbitary framerate differences w/o screwing up the pace. *sigh*

Nevermind, after the first time it worked but then it just crashes my game before startup now lol. Had to delete it.

Nevermind, after the first time it worked but then it just crashes my game before startup now lol. Had to delete it.

same, it worked for the first time and suddenly stopped, so I had to delete
