I had the same issue but somebody here said to set steam to offline mode and that worked for me.

not true at all. the ultimate version does grant early access. i got the ultimate version and I've been trying out the game already. I just had to restart my steam client to get the install button to show up after 5pm central time.

im talking about the ultimate upgrade pack, it doesnt grant it

Click the Steam button in the top left and then press go offline.

Locking early access behind a $100+ pay wall then releasing/titling a pack: "Ultimate Upgrade Pack" in hopes standard edition users would buy it to get early access is such a scummy move tbh.
