be careful, the upgrade pack is not the same as the ultimate edition.
the ultimate edition has the upgrade pack + much more + early access.
the ultimate upgrade pack is much less, and does not grant early access.

like the dlc thats labeled as ultimate upgrade pack? ive restarted steam and pc and cant download it still

Yes it does, you can download it now. They just didn't have a pre-load like console.

are you sure? i bought it as soon as the early access began and it still wont let me download which ive restarted steam and my pc and still no luck

They just wanted to see if they could get an extra $10 from standard edition owners.

They purposely titled the pack this way in hopes we'd get confuse / hopeful we can play early access.
