Preload answer!
I got the answer because of preload
The reason why there isn't one is because it would be too easy to crack it on the PC and it would already be playable beforehand.

I’d go with some weird deal they have with console makers and some last ditch attempt at exclusivity even tho those walls have long since crumbled down. But even that’s just my head canon.

Steam pre-loads are encrypted. If they were easy to crack then we would never get pre-loads for anything.

no, the reason is that the game isnt bigger then 65gb.
but, peoples just simply dont want to believe me and are to lazy to look into valves pre-load offer rules to tevs.

there are 2 requirements:
-game is bigger then 65gb.
-came costs more then 40€/$
only then get devs to offer a pre-load window.
this got even by a valve mod written down in the FF16 forum lol.

Do you have a link? I legit would like to read up on this but a quick goolging has only produced Reddit threads talking about other stuff.

Switching a game to preload mode is recommended in these cases:

- Shipping retail discs with product keys before the game is actually available (0-day piracy).
- Games that run a pre-purchase and are larger than 20GBs in size.

Please submit a ticket to Steam Publishing if you believe your game requires preloading.

But why could I pre-load P3 Reload when the game is not even 30 gigs?

that is not an official valve link and i rather believe a valve mod more then a non-official link not to mentition that it says its outdated.
