It's not about being fair, it's the fact that not everyone has fast Internet and requires 12+ hours to download.

One issue I'm seeing is that it doesn't show me as owning the Ultimate edition, or any DLC so it still shows that I can purchase the ultimate copy on the store page.

Some people don't have a choice in what kind of internet bandwidth that is available to them. For example: I have 5 gigabit synchronous fiber.. yet, I still advocate for pre-loading because I know how it is to not be able to download a game in under 5 minutes.

If we can download the game we can find ways to get it to run.. which is why we can only download games when they come out or enter advance access..
