Does this cover the entire story?

Like, from the saiyan saga to the broly movie including the tournament of power? I'm on the fence to get this game because I'm not super into the online pvp elements, I'm moreso interested in the pve elements.

This is an arena fighter first and foremost. Sure you can play against the computer, but it's primarily focused on PVP. The Story mode doesn't seem to cover everything. It covers key arcs/fights within Z and Super. It's worth noting that it will contain what if scenarios, to change things up though. It also features a custom story/battle maker (akin to Mario Maker)

It sounds like maybe Dragon Ball Kakarot would be more your jam. That game is an open world RPG that covers the entire Z story (plus more with the DLC).

It'll cover story episodes from saiyan saga to the Tournament of Power. Your actions and choices may alter the outcome of the story and deviate from the original timeline for a little while.

Other than that, you can create (and share) your own custom battles with custom scenarios, cutscenes and conditions, which offers new stories and more replayability to the game. Beside creating them, you can simply play custom battles created by other players.

There are addiitional modes that can be played offline as well, for instance tournament mode.
