It sounds like maybe Dragon Ball Kakarot would be more your jam. That game is an open world RPG that covers the entire Z story (plus more with the DLC).
Other than that, you can create (and share) your own custom battles with custom scenarios, cutscenes and conditions, which offers new stories and more replayability to the game. Beside creating them, you can simply play custom battles created by other players.
There are addiitional modes that can be played offline as well, for instance tournament mode.
