i literally just watched a video if there is a preload it would be today at around 10pm gmt, which for me would be 5pm today but alot of people said no preload for steam so idk whats true

they just assuming based on console preload, theres no official info about pre load in PC

There should be a preload, it will be the same treatment for everyone. Destiny 2 preloaded the same time as xbox and ps5. I doubt a company such as Bandai Namco wouldn't provide preload for PC at the same time aswell. Its currently 3;33pm GMT time, and the preload time is 10pm GMT. So its another 6 and half hours before we can download the preload. If we steam users dont have it by then, im sure it will come at the latest 24 hours after. So still a day before early access release.
