Found a new reddit post about it. EST delivery date Nov 2nd.

Also, Bandai Namco's warehouse in TN got affected by the hurricane+the area, so they are also having difficulty getting the game out to people. It's a digital age and I'm kinda glad steam isn't a physical copy thing lol.
