It's music, with licensing fees. You don't have to buy them if you don't want to.
For some reason, after Europe got Budokai 1 with JP voices and music, nearly all subsequent European versions for 6th gen and 7th gen had forced American OST and sometimes only an American dubs (with the only difference being that Europe got the main themes' lyrics instead of USA's instruments only), and it's an incredibly strange choice. All non-English dubs I know of used the Kikuchi score since their first broadcast long before DBZ was even a thing in the USA.
Feels like it shouldn't be a problem at all anymore.
Not the end of the world, at-least we're still getting them.
