How are modded characters in the works if modders don't have access to the game's files yet?
Adding fully custom characters and animations however, is a whole different breed that will take months to come. But replacers, edits and stat changes are super 'simple'.
Yes I know, Sifu is a good example of easy it can be for people to port models into a UE game, but modders still need access to things like skeletons and rigging from the game files before they can start importing or swapping in new or different character models.
It's not whether it's easy or not it's about how there are "too many modded in characters in the works to list" because that makes it sound like people are already working on character models and animations the same way modders are with a game that's been out for years like Xenoverse 2.
What I'm guessing is actually the case is that the TC saw someone say "I'm gonna put Granolah and Black Frieza in the game." but the person that said that isn't actually working on models and animations for those characters right now but they will or might once the game releases.
There's a difference between planning and actively working on these things.
