You're going to feel pretty stupid when the game is half off with all the content while you're sitting there sucking your thumb paying full price...
But to answer OP's question, they know that this game and franchise (both Dragon Ball and Budokai Tenkaichi) mean alot to so many people, so early access is likely used as a marketing ploy to make the higher tiers look more valuable to give them more money
really condescending and snobbish personality you have, people with jobs can complain about feeling like they are being overcharged. That's a basic concept, calling people too poor to brainlessly buy overpriced games is something else honestly.
Early access is less scammy than those things.
